Report a translation problem
For sure the dogs collars and you can find more than one. But also Animal Whispering and dogs. You can tame 3 pets but 3 dogs tamed by the same character won't be 3 time the bonus. But worth try is two different characters each tame a dog (for example Ralphy and Vulture's Cry). Perhaps you can get that way 3 more CHAR points. And with 2 collars it would be +5. VC +4, Takayuki +3, Ralphy +4. For a sum of 16 and your party would need be 9, typically 6+1+1+1.
There's also a perk doubling charisma of the character but it isn't low level.
If OP is right, it's more a bug of DC, it makes no sense to link this recruiting to choose not help them at first.
But no matter how much charisma. Gary I could spawn a way described above.
Though yea it seems he is pretty difficult to recruit in this version.
This is not a bug. The appearance of Garry changed to DC. Here are two responses from tech support:
1. Thanks for getting in touch. In the Director's Cut it appears the conditions for recruiting Gary have changed - Gary will only appear if you refused the DBM initially, and then chose later to help them in the end by sending the nuke to their repair depot during that final decision.
2. To my knowledge, you have to actively refuse the DBM, not just ignore them. I believe you need to use a specific keyword when talking to Sadler ("not interested" or similar), otherwise Gary won't spawn.
I take it that you meant he still will not come with you? Some characters will just not come with you. It depends how you make your choices in the game. It is not like Skyrim where absoloutley every quest can be completed. Wasteland just says tough ♥♥♥♥ sometimes lol
Yes, I killed the two groups DBM before coming to Sedler.
EDIT: If that's not a bug then it's a total crap design.
I meant that for the emergence of Gary is not enough to send a rocket to the depot.
Good trick for a player that doesn't want take Ralphy or want him support Smartazz.

How would a normal player even go about doing this? If he made the decision in his head that DBM should have control instead of the Mad Monks they would williningly accept DBM's mission, not do a full U-Turn in refusing to help them but then sending them the nuke. The other outcomes, no matter how you arrive to them give you a companion. DBM now only gives you one if you do in a convoluted way.
As for whether that's intended behavior: truth be told, there was some confusion around that amongst our team. According to some comments in our bug tracker, this change was intended, however, players now expect Gary to spawn in certain conditions he due to how it worked in the original game. It's possible we'll investigate changing it to the old pre-Director's Cut behavior again at some point in the future, since people are used to that now.
I read you need refuse help them and later send them the bomb. But what means refuse help them? I believed it was to refuse help them by telling it to their chief. But it seems it involves I kill them all.
So does it mean you need refuse since the start when you met the shadow guy?
