Pitbull did not spawns after i free the prisoners.
Some guides says that he will spawn at exit/entrance of location, but no, there's no one.

Really want to kill him.

nope. i decided to deliver the letter after killing him.

He didn't appear there for me either. I freed the womenfolk, wandered about, then headed up to the Nomad Camp to deliver the letter and he spawned there as normal.

Encountered him before the DC near exit on prison map.

You must let him know that you freed the prisonners for him to spawn (guess that makes sense);
it was either by triggering the alarm on the cages or telling the girls he's still alive, maybe both. I can't remember exactly.

Pitbull didn't evn spawn for me in RNC. Tried to deliver Bowling's letter but the box car was empty. I did go to RNC earlier to pick up Ralphy but nothng else. Anyone have any idea what could have happened?

I freed the slaves (triggering the alarms in the process). After moving into the second prison map (the one with the big farm) pitbull sent out a radio message about how displeased with me he was. I encountered him in person near the prison's worldmap exit, and promptly shot him in the face.

i start to think now that i did something wrong with triggering him: i freed slaves after cleaning of second map - it could break the trigger somehow.

Bumping this thread to confirm you need to trigger Pitbull's radio message before he appears at the exit of the Happy Valley map and possibly you need to trigger the alarms on the slave cells as well. The radio message triggers on the prison map, while on the path that leads to Jim Auwaerter's farm.
