Merchant not restocking?

Are merchants supposed to restock? Like is what they have all they're ever going to have? limiting weapons and ammo?

I believe they restock only ammunitions. Regarding guns, am quite positive that the merchant in the Rangers Citadel will restock once (having higher tier items) when you reach a certain point in the story (quite far, probably you will be lvl 20+ by that time).

Base vandering merchant only seems to restock on ammo and minor items. Weapons and larger items like that does not seems to restock. I know. I'm lvl 20 and vandering merchant random encounter I get, always have those 30x m4 and 10x m16 I sold them.

Whaaaaat is kinda hilarioasly stupid as I apparently meet same merchant all over the world! :D

Does anyone know if this is WAI? It seems kind of silly where merchant never restock.

Merchants restockign would be nice. However it does kind of take away the whole limited ammo aspect of the game. Think about it, if you had an unlimited supply of ammo to buy then what would be the point of having ammo in the game?

There's an unlimited supply of water and healing in the game. Why have characters use water or have to heal themselves after combat? Being able to always purchase more ammo if you have the funds wouldn't mean there's no point to having ammo at all.
