Baldwin Hills... how to get there? *spoilers*

I went to Playa del Rey and met the Mannerites and the massacre that the CotC made to frame the Rangers and after I left the place, Baldwin Hills wasn't revealed on my map. The Gamepedia page says Baldwin Hills "becomes available" after doing everything in Playa del Rey, but it didn't happen to me.

I can't discover it manually on the overland map and I don't get any radio transmissions from Woodson telling me about the place, like he does with most other locations in Los Angeles.

What is the exact trigger that makes Baldwin Hills appear on the map? I'm kinda iffy about going to Angel Oracle before clearing my name with the Mannerites, since the synth arm I showed them only gave them "reasonable doubt" and that the Rangers are still under suspicion and investigation because I don't know how the residents will react to my presence.

Yes, "becomes available" isn't that accurate. You have to travel back to Santa Fe Springs, then it will show up on your map.

This is how you need to open it:
- Go to Playa del rey
- Investigate the car again (you can do it from the start point of the location). Doesn't matter did you complete this location before
- Go out to the world map
- In radio transmission say that you found Synth part
- Walk around world map and wait till new radio transmission will be started with School attack report. Baldwin Hills will appeared after this conversation
