If you're actually given the quest to repair the radio tower at RNC, then you can actually ask him about it, and he'll agree to give it to you as long as you resolve the dispute between the Atchison and Topeka tribes in his favor (or convince the two tribes to work together). Otherwise, the only way to get it from him is by killing him.
If you aren't given the mission to repair the broken radio tower at RNC, then the power coupler is useless.

That aside, it would cut out too much content if the player was allowed to repair a third tower without having to visit Damonta. The player would end up being able to skip over both Titan Valley/Temple and Damonta/Silo 7, which are two of the largest locations in the game, and it would almost certainly end up leaving the player underpowered when they proceeded to California.
