If you use Perception on them, it'll give you some descriptions of what the smaller terminals do.
One says "Disable Wireless Communication", and the other I think says "Instigate Capacitor Overload"
To save Binh, you must disable Tinker's wireless network. This makes it so Tinker cannot turn Binh's synthetic heart off during the fight with you.
Although Tinker only threatens this if you continue to ask it questions after it warns you to leave, it is quite possible to disable Tinker's wireless network before you even start combat.
Simply observe the patrolling robots - one goes near the terminals, but then moves elsewhere as part of it's patrol route.
When it does this, your hacker (in this case, Rose) is free to hack the terminals before the robot comes back.
Disabling the wireless network is key for this fight anyways - it hampers the other robots by quite a bit - I think it inflicts a penalty of -3 Action Points and a marginal Combat Speed penalty too.
