The cat litter objects are scattered all over the place, as unique rewards for various quests in the California area. Unfortunately there's no real "best" place to get it, other than to just start wandering around and doing quests. Rodia and Angel have the most bags of kitty litter hidden in them, but they're not the only places where you can find it.

But if you want to see the specific areas or quests that reward you with a bag of cat litter, you can always look at the wiki for spoilers. :)
