As for the first one, as far as I know only robots are conductive, no matter how much metal is on (or in) them if they are not outright robots their not conductive.
This is one of the few things I'm not looking forward to when I finnish WL2 and try playing WL2DC.
In WL2 energy guns are awsome, I'm at least half way though the game and if they have an armor of at least 2 I have a gun that can do about 300 points of damage to them. Be they robots or honey badgers, they all gon'a melt.
No, it's not the armor pen shield in the Ranger Squad stat bar section on the bottom, it's the yellow shield left of the hit % that hovers above each enemy, that sometimes is empty and sometimes as an explosing in it.

You can see to the left of the 100% is a shield with an explosion in it. Sometimes the explosion is there, sometimes it isn't. That's what has me confused.
I suspect that the shield is "has armor" and the explosion is "gun penetrates armor". I can't say for sure as I don't know what armor the enemys pictured have.
Just tested that and it looks like it could be right. THanks!
