Super rare! I had to save scumm a tier 3 safe in Darwin for hours before getting a Pair of Engagement Rings. Found a handful of Inverted Four-Leaf Clovers before then, so it looks to me like tier 3 safes can drop tier 2 and 4 trinkets, but only rarely compared to what now looks like the tier 3 trinkets: Broken Toy Robot, Lark'O'Matic 420, PDA, Shaft of Prayer, Three-Headed Snake Amulet. (Too bad all of these are already available as fixed loot in other places, and even for the useful ones you only need one.)

Not that I'm entirely sure trinkets are divided into tiers. But one common thing in random loot lists in tabletop RPGs is an entry that instead of an item says to roll on a higher or lower list. Judging by the differences in rarity I'd say it works like that, with Engagement Rings being less common tier 4 loot, unlike the more common tier 4 loot like 1992 M.I.T Class Rings and Inverted Four-Leaf Clovers. I also found a single Ali's Rock, and a couple of Spiked Bracers and Clay Wizard Figurines. Then again, maybe it a was just bad luck that made me get those 'lesser' tier 4 trinkets instead of the rings I was looking for, just to see how difficult they'd be to get.

And now I see that I wrote my earlier comment before doing my Combat Initiative tests. No "huge effect" for high Combat Initiative! Just a bigger effect for Rangers with more Action Points. :steamfacepalm:

There are at least TWO such safes in Arizona, and my experience has been that the only thing that's "super rare" about them is getting a Clover/Rings Trinket, AND a 3-2 weapon, AND a Tactical Scope mod. My save scumming rewarded me with such loot, and it didn't take me hours to get just 1 of them... Might take 5-10 minutes, if you're really unlucky.

As far as I'm concerned, if you're having better odds of getting Clovers than of getting Rings, you're better off, as the Clovers are easily the best combat Trinket in the entire game. The Rings are for recruits with supbar initiative and non-optimal AP who can overcome their lackluster stats by being snipers. Since they won't be firing burst shots with their rifles, they won't suffer as much from the lack of added accuracy versus the benefit of acting more often through better initiative. But your custom rangers should have great AP and CI, so Rings should really not even be a consideration for them.

I only saw a single Tactical Scope during all those hours. And a single Quick Mag. Though I'm sure all the tier 3 safes could yield such loot. So that'd include Temple of Titan safes too, and probably Canyon of Titan safes as well. Unless maybe you've save scummed those for hours and found nothing special.

CoT and ToT was where I finally started to pick up the pace and invested less time in getting the best loot and more time in exploring all the different quest interactions... which resumed almost immediately once I began encountering Tier 4+ loot... XD

Getting my team exceptionally outfitted prior to this point probably had an impact on this decision, but suffice it to say that once the bonus Toaster loot starts to match (or exceed) the average drop loot (and you only need so many copies of Trinkets, Mods, and Weapons), then there's less incentive to take your time and open EVERY safe dozens of times.
