As far as I'm concerned, if you're having better odds of getting Clovers than of getting Rings, you're better off, as the Clovers are easily the best combat Trinket in the entire game. The Rings are for recruits with supbar initiative and non-optimal AP who can overcome their lackluster stats by being snipers. Since they won't be firing burst shots with their rifles, they won't suffer as much from the lack of added accuracy versus the benefit of acting more often through better initiative. But your custom rangers should have great AP and CI, so Rings should really not even be a consideration for them.
Getting my team exceptionally outfitted prior to this point probably had an impact on this decision, but suffice it to say that once the bonus Toaster loot starts to match (or exceed) the average drop loot (and you only need so many copies of Trinkets, Mods, and Weapons), then there's less incentive to take your time and open EVERY safe dozens of times.
