Cant find Kekkabah, help?

Found a few old threads that gave very unhelpful answers, most contradictory to eachother and vague.

Where the hell is this guy? In what building? Ive checked all railcars and the "meeting hall" is behind a locked gate that is rigged with an alarm and explosive and I have 0% chance to do anything on it.

Aside from the two locked side entrances there is an open entrance to the meeting hall. You can find it at the train engine where the engineer is standing. So just run all around the meeting hall until you find that place.

Main entrance to the town hall. The side entrances are for sneaking in. You'll know you're going up to the correct door if (the first time you approach) you hear a radio signal of a Rail Nomad singing about John Henry.

also theres a big old sign with an arrow stating meeting hall or something pointing to the door you are supposed to use.
