Here[forums.inxile-entertainment.com] is a list of codes for all the safes in the game:
Location: Rodia, central Bank, inside the Vault
For this one, I am listing all five codes, just picking out the one that's relevant for the story, as the other ones are obvious jokingly by the developers ;). The codes are listed counter-clockwise, starting off with the one immediately to the right as you enter the Vault itself.
Code 1: 123456
Code 2: 2369
Code 3: 72779673 ("PASSWORD")
Code 4: 793789 ("QWERTY")
Code 5: 5386346 ("LETMEIN", or better said, "let me in"!)
Obtained how: Code 2 is the one that has a story significance. The code itself is obtained from a document contained in the safe inside Rodia's distillery. The safe is positioned against the wall of the room where the player finds Christopher von Graas and the document inside reveals the code to be "2369". All passcodes obviously meet high security standards ... ;).
There are only five safe deposit boxes, and one electronic safe. I don't get an option to enter a code for the safe, but I do get the option to enter codes for all five little boxes. And while you can Brute Force them open, or use the hotkey to select the Lockpicking skill and pick the locks, by using the codes the whole team gets XP, not just the person opening the box.
The quest box is the middle one against the right wall when facing the safe at the back wall.
That safe does not require a code, that is why it does not pop up the code entry screen. The code you have is for one of the little boxes on the side of that room.
