I have no idea whats going on. I've felt like that multiple times.
Like now I just returned to the prison to confront danforth, talk my way into him talking about some dog cure i've never even heard of (no speech option to say I dont know what hes talking about, and no hint that saying I have a cure is a lie, I assume he's talking about the AG plague or the Darwin plague), and once I get in he tells me to cure his dog, I say ok... I proceed to leave to try to figure out how the heck im going to cure this disease ive never heard about, and then get attacked because im leaving without curing the dog....
This game is a real mess sometimes and it's really starting to annoy me.
You won't really find out anything significant about her motives until later.
EDIT - It's been a while since I last played through that part of the game, but if I recall correctly she blows up when she dies. She might have pretended to surrender just to lure you close enough to get caught in the explosion.
So yeah, she's literally just surrendering so she can lure you closer and blow you up.
However if she takes damage after she surrenders, then she'll just resume combat again, and you'll have to kill her through normal combat. This includes if she's under the effect of any damaging effects such as bleeding or being on fire, both of which will immediately cause her to start attacking again (because the game thinks you kept attacking her). This is most likely what happened when you were playing through the encounter.
That does sound peculiar. Do you know if the Tinker was under the effects of any buffs or debuffs at the time?
It wasnt no, I checked all my weapons etc, I actually got my first 'burn' weapon just after this fight.
Well, keep in mind that targeted attacks and critical hits can also apply debuffs, even if the weapon doesn't normally cause them. Bladed weapons and most guns can cause bleeding wounds, for example, and blunt weapons can inflict the concussion debuff.
It's possible that buffs and debuffs had nothing to do with what happened in your game, but obviously something didn't work the way it was supposed to. It sounds like something just caused a hiccup in the scripting, because obviously it didn't play out the way it was supposed to.
Ultimately relatively harmless, though, since the only thing you missed was getting blown up. :)
