Code Scrambler
I am on the mission for the Diamondback Militia. I got to the control panel for the missile silo and I do not have a Code Scrambler on any of the characters. Is this a bug?

Now ,I did accept a mission to go to Silo 7 prior to this. Is this the reason why I cannot complete the code scrambling?

I figured out what happened. I ended up getting the code scrambler but it never showed up in my inventory until I got to Silo 7
