EDIT: Also, save early and save often, as there are some rare effects that can destroy your clothes and leave your main characters running around in their undies.
As Boneyard Bob stated, there is a single clothing vendor just outside the Temple of Titan, but he only sells the Three Amigos clothing set, and nothing else.
For most clothing items, you have to rely on random chance and hope you find something usable in random loot containers or enemy inventories. I suppose you could also use a hex editor to change your clothing items manually, but that would require a lot of patience.
