Report a translation problem
Maybe it was meant to be part of the story... and when they scrapped the story they left those things in the game anyway.
In the picture with the map, you can see the moon shape near the red dot. There's another one at the top right of the map with the moon shape facing a different direction. They just just seem too obvious to be basically nothing. And, yeah, I agree that if that's the case, it was probably something that got scrapped.
Edit: I was looking through an achievements guide and these never come up, so I guess they don't do anything. Usually in games like this, details like that are somehow important. Especially since these things appear to have sockets in them. I just assume I'll eventually find something that goes in there.
In the end though, it is pretty clearly just a decoration.
