Highly advise you to get to 30 as minimum requirement. But if you have it in you, always go 5 levels above your new game plus requirement. Should be like 7 runs off the last level before grimnir (hunt flame Giants). You will thank me later. The power creep is insane! You will most probably end up changing to peasant difficulty by new game rank 2.
Good idea on stashing items... I thought I was a genius when I did that,but sadly it isn't a good idea or worth the investment. Why? The most expensive item (say thors talisman) will only sell for like....4 jotanium and scraps. Not worth it.
Also, your resources are acaled down to almost nothing. So the best thing you can do is craft your ideal gear (3 slots, yellow runes, 2 our of 3 good properties on all legendary / relic items) and most importantly, buy that most expensive healing charm and try to get HP and Gift Cooldown properties. That healing charm never needs to be replaced untill you reach the final level on each new game 😀.
Also, if your gear is damn good, you most probably won't ever have to change it till end game of new game plus as well. Except weapons ofc.
