having the Ramscoop equipment lets you slowly gather fuel by just hanging around a star system. Alternately, hail a friendly (merchant or navy, doesn't matter which) ship and ask for fuel, good chance they'll give you some.

Best idea is to figure out how many jumps you can make on a full tank and just ensure you don't run out on an uninhabited system. Landing refills fuel, and it's free, so unless you're on a time limit it's a fine way of refilling (Landing uses up a day each time you land, so if you're on a rush delivery or escort, count up those days well!)
