when you dock on a planet you can look on your map by pressing 'm' and click shipyard. That'll show you ALL the sips that you can get.

The Shield Beetle is only available from one planet in Hai space (northernmost systems). If you don't have a jump drive, you can get to it by travelling through a wormhole in the Ultima Thule system. You may need to fight the Unfettered Hai (their pirate equivalent) first to get your rep up enough to land on the planet.
