Wrzlprnft is right, but an easyier way is to join and do the Free Worlds story-line. On one part just keep killing Navy ships, and board the ships, and then sell them or it.

It goes up to 14(Terror of the Galaxy), but in reality, there's no point to grind for it, as the only effects it has are at 8, which is the ability to intimidate planets, and go on the Kestrel sub mission, which unlocks the Kestrel ship class.

Go to a pirate system, and just park your butt there. You get the points for your combat rating for disabling ships, not blowing them up, and so long as you have a strong fleet(A few bactarians), you should be fine.

If i destory the ships will it ruin my rating?

Nope, it affects it not at all, just disabling them has an effect, and it can't go down, only up. Try the Schula system, near the middle of the southern edge of the map. Place is also a shipyard, so you can bribe them into letting you land, both for repairs, and so you can sell captured pirate ships.

The higher your rating, the more pirate get there butts away from you.

The number of ships you have to kill for each level increase exponentially with each level I think. You just need to kill ALOT of ships. But yea doing the Free World Missions you should end up around 9 by the end.

Unrelated note, dominating Earth worth it income wise, hard as heck due to dealing with a large swarm of republic ships, but if you have the best fleet money can buy and a sizable number of ships, you could do it. Earth tributes 10,000 credits a day, Luna and Mars isn't worth it, they tribute between 1,300 and 1,500 if I recall correctly, but not worth dealing with a bunch of republic ships in the system for it personally.

Please note: I have Shields Up mod.

When I dominated Earth, they pledged 5,000 credits a day to me. Luna pledged 3,800 and Mars pledged 4,600. Giving me a total of 18,400 from them... Earth is great on its own, but Luna and Mars combined with Earth give me over half my total tribute.

The way the combat rating works is at follows: Each crew member of a ship you disabled gets added to the combat rating number, which is only visible in the save file. The number you can see when in the information screen is the natural logharithm of this number:
for example, you reach level 7 after 1097 "kills", level 8 at 2981 "kills". I am with 219310 "kills" only at level 12.
