As for the flavor text, Remnant vessels have outfit and tactical scan built in. This outfit acts as a boost to those built in numbers, but can of course be fitted onto any ship.
Oh! Come to think of it maybe that tip was referring to a boost over the basic Tactical Scanner!
The extra outfit scanning is basically included for free.

Though I have a high powered scanner at 8 outfit space that has like 160 tactical scan power but no outfit scan power now. So I was saying I'd drop the Salvage scanner for a basic Outfit scanner.
Since some missions need an Outfit Scanner, I think I should keep one installed, right? Plus the Remnant keep asking me to scan their outfits (or is it cargo?) now that we're friends.
