However... that doesn't unlock until you've completed the Free Worlds campaign and then what exists of the Wanderer campaign, so it's probably not an option for you.
Your best bet for now is to go to the traditional flagship option, the Bactrian. You can get it pretty fast by kitting it out with good Atomic engines.
If you've unlocked it, the Kestrel will also work well. It has a very large engine capacity. (The Kestrel is unlocked by getting your combat rating to 8, then completing a quest that appears on Tarazed)
@OP- just use the Bactrian. It's the best flagship in the game, and it can get pretty damn fast once you're throwing the best engines you can get on it.
So, for the price range a Scout falls in, I actually prefer the Bounder.
I usually upgrade to things like a Star Queen or Corvette after building up my fleet with all the credits that are rolling in.
Once you get to your final flagship, a Bactrian is quite hard to turn away from. I occasionally turn to other heavy warships, namely Maurader versions and the Dreadnought.
Alien ships that you get from capping like the Arfecta and others are quite nice too, but I'm not sure you're worried about sparrows being shot down when you can just cap and sell heavy alien ships at that point.
And SolarDawning is right, you will love the Autum Leaf. I'll have to try it as a flagship, I've only ever had swarms of them in my fleet with OP beam weapons...
For all parties interested:
The Blackbird costs 3.593M Credits. It comes with 2 turret slots, no gun ports (good for watchers), 110 Engine capacity, 350 base outfit capacity, a base crew size of 28 members (5 essential) and a base top speed of 424 with around 100 turning speed. Mine is 571 speed, with 155 turn speed. The Blackbird can be found at Alheka, next to Betelgeuse, or in the field as a standard trader.
Fall leaf (too lazy for spoilers) with Radiant 4 gets 1000 speed.. Imagine that with Planetaries :P
NOT THE FALL LEAF
FALL LEAF SOUNDS STUPID
