3: That's just a quirk with how reputation works. If your reputation is high enough, you need to kill a lot of that certain government before they start hating you on sight.
4: Why's that? Pirates gonna pirate, man. I don't find them taking kindly to a guy/gal that just wiped out their defense fleet.
2. The whole point of tributes is to give you something to waste time once you've developed an unstoppable fleet.
3. You're not quite conquering planets, you're just forcing them to give you monies. And to let you land. If you were conquering them, they would prevent hostile ships from landing on them and stuff.
4. System fleets are not tied to planet tribute. Besides, tribute is from the planetary government, not necessarily individual private pilots.
5. No justification from Michael on this that I have seen, but I will say that it's for telling people that your fleet actually knows how to fight and that you have real combat experience. Also, it forces you to waste moar time, as in #2~

Edit: I mean conquering, not only beating the fleet and getting tribute. You OWN the planet.
Hence why you cant currently tribute most alien worlds.
Don't give up on improving tributes.
That's not counting the newbies I am helping with their mods.
