True. I personally use Wanderer reactors and systems cores anyway because I find that they energy generation of these better suits the amount of energy I use anyway.
The recent heat shunt nerf also takes something away from the plasma cores, they still need the same amount of heat shunts to compensate but there isn't as much excess cooling to compensate for the systems cores.
Overall, I feel that there isn't really a true 'best reactor' within the current tier 2. There may be a best reactor for a given ship based on how the rest of its outfit space is utilised and how much energy it'll require but it's really down to personal preference.
