The only real consequences are the negative reputation that it entails. The government of the defense fleet is what matters, so watch out what planets you dominate, as certain planets have militia defense fleets that everyone will hate you for attacking.
On a related note, what's the conversion between the threshold listed in map.txt and the number in game?
Frontier worlds are easier than Dirt Belt worlds.
The threshold number in map.txt is the required combat rating from your save file. The combat rating that shows in game is the natural log of that number, rounded down. So to demand tribute from Earth requires a combat rating of ln(20000) = 9.9, which in game will show as 9. (i.e. if your combat rating says 9 and you still can't demand tribute from Earth, then you're actually less than 9.9.) Stormhold, on the other hand, is ln(2000) = 7.6.
I believe it depends on which neutral world and where you are in the campaign.
