City ships

I assume it is a plugin quest, but one is called "Assemble Exodus!" and it requires three different city ships to make another big ship. Anyone that actually knows this game and mods able to explain wtf this quest and the ships required are? if it is even a quest that can be done

This is a quest from the Lost in Midnight plugin (https://github.com/MidnightPlugins/Lost-in-Midnight/releases).

The guy who gave you the quest explained it: Bring a District ship, Prefecture ship, and Municipality ship to him and he'll assemble them into the Metropolis ship, Exodus.

Each of the smaller ships, as well as the assembled one, is unique within the plugin.

The three ships are scattered across human space. Each one has a small quest chain of its own to complete.

Quest Triggers:

Exodus meta quest(you already triggered this):
visit the Luna spaceport with 13,530,000 credits
and one of the following
Have a city-ship license...
Complete the Free Worlds Campaign...
It's after the year 3015 and you've visited the Hai...

District Ship:
visit a Syndicate spaceport with 10,000,000 credits

Prefecture Ship:
visit a Free Worlds spaceport with 12,000,000 credits

Municipality Ship(Act I):
visit a Paradise Planets spaceport

Municipality Ship(Act II):
Complete delivery of the other two city ships
Complete the Free Worlds Campaign
Dominate all the vanilla Pirates or have a positive reputation with them
Take a Quarg hitchhiker from a pirate planet to its destination

Completing Exodus:
Completed delivery of the Municipality ship
visit the Luna spaceport with 13,530,000 credits

Ah... I found the paradise place, but for some reason the free world questline never continued in the playthrough i did. in another, it stopped during prologue, according to a guide i looked at. Suppose I should make another pilot and keep trying, and focus on completing free world stuff before anything else

You don't need to do it first but it is kinda the logical progression. You probably refused something you shouldn't have refused. You can 'tweak' a save file to fix that. Yes it's cheating, but no one will know.
There are lots of threads on how to do that.

i assume i did something wrong. made a new save and gave myself op ship. following a guide this time, so see if i can get through it, then will do so normally. my save file editing is limited to editing position of ships that decide to go max speed into oblivion and i cant catch them to bring them back, and credits when messing around on a different save and a ship has a ridiculous crew member count to pay for. also learned how to give myself a world crusher ship. editing mission stuff, im not too confident on how to do so. still confusing and would rather not break a save somehow. I totally would right now even trying to follow guides.
