If you don't know where to find them, most probably you don't have the necessary strength/fleet composition to do so. Keep on with the game trusting that you'll find them in good order (there are actually 2 storylines that will bring you to "contact" with them)
If you repair the quarg you get some reputation. Once you have enough positive reputation you could shot one of the already disabled quarg and plunder it, then jump to another system without killing the quarg off.
This way I got myself some quarg stuff without getting them as permanent enemies with no way back.
Players lose reputation for disabling, plundering and killing. So if you only plunder and let the drones disable the quarg for you, you can minimize your reputation loss.
