- this one you may be missing? had contact with Unfettered Hai
- somewhere within human space? within some large distance from Zubeneschamali/Zug, the system in question
- random chance of it being offered each time you land (if the above satisfied). Literally "random < 4" (means 4% chance of triggering? i.e. 1/25?)
I think DroopingPuppy might be reading the source for an earlier mission in the chain that you've already done.

I had all of those satisfied. It did end up triggering, it just took a long time to do so. I have the ship now and everything. I suppose RNGesus decided that I was going to have to wait. Thanks, though!
I hate the RNG and it hates me right back. I have every prerequisite done. I'm stuck waiting for this mission right now, landing on planets throughout human space, hoping for an RNG miracle while I blow little pirates out of the sky & capture/sell the big ones. I'm trying not to cheat (beyond looking at a guide now & then obviously) but I'm really tempted to edit the .txt file to force this mission to appear.
Check through this guide if anyone is having trouble. There are log entries you can check to see if you still need to complete a pre-requisite or not.
