SPOILER 0.9.13 mission not being offered

So I'm giving the new missions a whirl in 0.9.13. Excellent work people! Some really interesting stuff happening.
I checked the files to see if I;m missing anything and noticed:

mission "Coalition Yottrite 1"
	to offer
		has "Coalition: Contributor: done"
	source
		near "Bloptab" 1 100

Looks like it should offer anywhere in Coalition space. I have the condition met. I'm not being offered this mission!!! Is this a bug? Am I missing something?

Do you have yottrite in your cargo?
That's required for the mission to be offered.

I didn’t see that requirement in the to offer section. Where would I get it anyway?!

It is a mineable asteroid exclusive to systems with supernovas, which have a small bright star at the center, and a large cloud of dust around, forming sort of a ring around it. Not to be confused with wolf-rayet stars, like the one in the Ildaria system, those aren't novas.

Ah found it thanks. A pain to mine. Also I now see that "on offer" isn't the totality of what is needed to get a mission. "on accept" conditions must also be meetable!
