I suspect Genghis refers to storage of outfits without a ship to carry them.
This is one of those systems in the game that aren't really made apparent, and efforts have been made over the versions to make it more visible, but it's still not quite there yet (not a complaint, just an observation). A lot of the management in the game expects you to already know how to do it (not really a bad thing, it means less handholding, but it can make it frustrating for people who don't know).
If that's causing trouble, though. no mission requires outfits to be in cargo, it just makes it easier. You can always install them to your ship directly.
Press "Ctrl + Click" on your ship icon on the top right corner to de-select your ship, afterwards, anything bought in the outfit shop will now go to your cargo.
