Local maps map out a region consisting of the nearest 10 stars to the system they are purchased in.
You can manually map out a system by jumping to it.
So for example, you cannot jump to that one enigmatic unlinked system near Altair and Vega. But with a jump drive, or by progressing through campaigns, you might...
Btw, I was able to get to a unmapped area. They just have to be connected by hyperlinks, like you said.
You can usually find them on pirate- or Syndicate-controlled worlds.
If you want to land on restricted planets, you can either bribe them (talk to them by clicking on the planet, unselecting any ships you may have targeted, and pressing the T key, then clicking Offer Bribe) or attack enemy factions (such as the Pirates, an enemy common to the Republic and to the Syndicate and to the Free Worlds) to earn their trust.
