i have heard from a friend that it is allowed-

if that is not true, then whats the point of the shake grass button?

also what is the difference between a charged shot and a normal one there is no tutorial?

Yes, of course you can look at your opponent's screen. That's why the screens are rotated; so that it's a bit disorienting.

For charged attacks, some of the characters dash when you do it, so you can hit an opponent a couple spaces away. But yes, it would be great to have a list of exactly what each character does.
