Economy/Kingdom Management?
I know that Dom4 has some construction and economy options...can you build things in this game or is more about army recruitment and management? Thanks.

Some classes have rituals (and abilities?) to upgrade locations. Bakemonos and Dwarves can upgrade mines, I think. Also, I suppose *destroying* forests with fire magic is a sort of (hostile) economy management :)

Thanks. So this game is more about tactics and army construction vs. a 4x approach to building a kingdom?

I guess its probably a 3x game as in 4x without the technological development aspect;
but the definition is probably fuzzy, as for example this list:
https://en.wikipedia.org/wiki/Chronology_of_4X_video_games
list warlords as a 4x game.

I think warlords is too some extent comparable to coe4, except coe4 has much more detailed unit and combat mechanics, spells and rituals for summoning and such stuff and differs recruitment by classes and not by locations, as warlords does.
This is a game on a smaller scale, generally building up things is a rare thing. It's more common to see classes consume locations though, so its a reverse of Dom :)

Though classes like Enchanter can do things to the surroundings that would put Gods of Dom to shame (exploit almost all locations till there's nothing left of them - bored Enchanter can turn the whole world into a featurless, empty wasteland).

Don't forget about SETTING FORESTS ON FIRE and seeing the flames spread. Pretty badass, and a nasty blow to herb/mushroom using classes!

Barons drain swamps to build farms and turn hamlets into forts as part of their core gameplay. Under very special circumstances they can also build castles.

Voice of El is all about converting your towns to the church so they start generating free holy warriors.

Witches can turn farms into swamps.

Bakemono can upgrade mines into walled lairs that generate extra goblins.

Troll Kings can enchant forests into "troll forests" that slowly generate wandering plant creatures.

Burgmeisters can convert farms to hoburg villages that generate extra gold and weed.

--------------------------
That's about it for classes that do economic development as core game play. There are a few other classes that can get some minor economic abilities late in the game, but they're rare or not that important.

Warlocks might get a spell to create ice fortresses the spread winter. Senator can in some cases build magic statues that generate gold, but it's not very practical. High Priestess has an endgame summon that can turn the land into deserts, which actually improves gold income in the frozen north.

There are also a few classes that make investments in human capital rather than real estate. The priest king can recruit kings who themselves recruit free slave warriors every turn. The Dwarf Queen hatches more Dwarf Queens who birth more Dwarf Workers. Necromancers and Markgraves can convert their human mages into undead mages who can slowly make free undead over time.

Basically the game is more about shaping the environment to the heroes rather than for the inhabitants. As mentioned most classes can interact with locations for their own benifits.

What was not mentioned is that the Demonogist has a ritual that turns a village into a permemnant hell portal to Inferno that WILL cause all of it's inhabitants to swarm Elysuim.
