The real problem with that bless spell granting HP is that they don't actually gain that HP when blessed. They just gain MAX HP. Permanently blessed units will (slowly) heal up to their new maximum, but battle-blessed units never will unless they also gain regeneration or can use some form of life-steal. This is the main reason I don't like bless-strategies... a large chunk of it is completely useless mid-battle. There aren't any direct healing spells either to help make up for hte missing chunks.
Good news! While this was true in prior versions, it's fixed! I just did a test on my Priest King save and confirmed my hoburger slinger recieved the correct amount of HP when blessed in battle.
In any case, the bug being fixed makes a fair difference to the strategies you can take with a Priest King - for example, you can rush a comparitively weak force into enemy lines - take a city - and then recruit a slave army which is on par with the enemies recruitable troops.
I'm nearly certain it has the same trait list that Voice of El blessings can recieve. I've only played a few dozen Priest King games, but I've never recieved anything that the Voice of El couldn't (and vice versa). Much like how magic types and the spell effects don't vary across class if they share the same name (ie, Fireball has the same damage regardless if it's a Pyromancer or Fire Elemental King).
I didn't any difference in frequency of different traits, but I probably would only notice if PK was getting fire shield or armor all the time. I haven't tracked it and have no idea if modders can say for sure.
I agree that the gods are not as powerful as they should be for the cost.
My thought is to add a HP and armor buff. Just that I think would compensate sufficiently. What do you think?

And why do the elemental kings, dragons, and demon lords hold items but the Priest Gods dont?
I see what you mean about the item slots, but they can hold two misc and a weapon. Is that not the case with the other types you listed? It makes sense they couldn't wear armor or a helmet since there's probably no enormous god sized armor lying around Elysium ;)
Oooh - I also had another idea (maybe we should be adding this stuff to the wishlist thread?) but how about giving the gods a monster breeder ability that pops out critters of their type, (toad warriors for rain god, jaguars for fire god, etc).
