Do I understand correctly, that RemotePlay already works for you, Karbomer, but you don't want, that both of you control the same mouse-cursor on the screen?
But in this case I would not understand what the "fake bait" in this scenario would be? It is a mouse-based game and you play in seperate turns, so it makes sense, you both would move the same cursor, no?
When I played this way, it felt like working as intended. The only problem was, I had to de-/activate the other persons mouse-control every turn (I streamed), because my cursor was a bit buggy otherwhise, but well, only an inconvenience, nothing too bothersome.
The part with buggy cursor is inconviniet but not more. If you need to use a lot of mouse in your turn, you just turn off the availabilty for another player. You work just like a host in some table game. And it feels like hot-seat just through internet. Hence you won't play against each other but good for coop.
In my limited experience with RemotePlay (with three different games) you always share the same inputs and the same screen, you are just able to use different devices at different locations to play together, that is the benefit. For a turn based game that does not support simultaneous turns (and only one device of input) this means, one always has to wait.
I am afraid there is no solution for this (but I also don't think there is any "fake bait" involved, at least nothing I find on the store page suggests otherwise.)
Karbomer: And I apologize, I am surprised to learn there is actually simultaneous turns in multiplayer. Then I guess it is quite understandable to assume it could work with RemotePlay. Mea Culpa.
And Steam's Remote Play is a streaming service, that allows you to play "Hot Seat"/Split-Screen games remotely.
So everything is correct in the game's description at the Steam Store.
If you want to have simultaneous turn feature, both you and your friend must own a game copy, and play the game using LAN/Internet multiplayer mode. You'd be able to Alt-Tab without any problem, while playing like that. Hope this solves your problem.
