How should Young Dvala upgrade to higher class

I find that AI Dwarf Queen having a upper class Dvala but I can't find anyway myself to upgrade my Young Dvala.

Do you mean that the Young Dvala would promote automatically?
Would this happen for an independent Young Dvala
