In this map it is, and it hurts. I've had to fight 4 Gore tide horrors already. (I think that was the full name. They are Ethereal, It's base attack hits 5 units with a chance of soul flay, it has 50 hitpoints and has a fear AND disease aura.)
Depending on your class you can use it to your advantage. Horrors are charmable - it's hard, but enough witches, succubi or High Cultists with confusion spells can net you a few interesting pets. I once sent a Starspawn into the void with some witches that I'd confuse-charmed, got lucky and managed to charm myself one of the Doom Horrors. I forget which one, but sadly it was immobile so I couldn't make any use of it whatsoever.
