Third-tier rituals such as Demon Lords is where you'll find that the control chance is 50/50 or less even with max sacrifices.
Control chance caps for Summon Demon Lord vary considerably depending on which Lord you get, but they range from 22% to 45%, with most being 37%. Sadly, none of them even reaches 50/50.
Note that the inability to guarantee control of summons is largely limited to the Demonologist and High Cultist (the latter mostly because they can't change Sacrifice Level). Other than that, the only rituals that cap below 100% are the Witch ritual Summon Old One, which caps at 82%, and the two level 2 Bakemono rituals, Summon Greater Beings and Summon Oni, which cap at 97%. Notably, the level 3 Bakemono ritual, Summon King, actually caps higher, at 100%.
