Here's what I've heard from other people.
The game ties physics and mouse movement to framerate at intervals of 30.
So 30, 60, 90, 120. Like that, get it?
The game has an option for maximum framerate.
Your options are 30, 60, and 120.
If your framerate dips below whatever your maximum framerate is, you get a lot of microstutter which doesn't feel good.
I get some, but not a lot, of microstutter when I have the game set to 120fps maximum @ 3440x1440 Ultra.
Try whatever works for you, but with that card I would probably recommend 60fps max and see how it feels. Hopefully what I said makes sense, this engine is just broken, but the game itself is very good.
Mostly console players I would guess who have no Idea a graphics tab exist, where you can optimize the settings to match your hardware.
Even when games do a great job of describing in depth what each setting there does, it is still not enough to avoid these threads.
However, if you don't know what, how and where to look at to notice these things then yeah. I'd say for such gamers everything's "fine".
My point was simply that if you truly believe this game performs terrible on PC just because you don't know how to use the graphics menu then you should indeed just go for the Console version that is capped at 30fps.

We all knew this nice nickname, no reason for a lowkey insult.
Especially as no matter how much these egghead enthusiasts moan about frame time issues, the game still performs in a playable fashion.

And I still played this game 4 times and recorded it 2 times.
As the atmosphere and immersion is topping these random stutters a LOT!

Actual direct insult.
The main goal is entertainment.
So you say that Dishonored 2 is unplayable, as of the "bad performance" it is not entertaining?
How sensitive from someone who quotes a user and speaks about mental illness.
Furthermore you are no egghead.
You do not provide any video evidence with MSI Afterburner where you show your FPS, frame time and all the other useless garbage that tries to make a science out of video games. ;)
Neither am I. I've just turned on the regular overlay which only shows my FPS.
But from what I see there and how the game feels when I play it, the issues are like "Princess and the Pea".
If your games must perform perfect for you to enjoy them, then I am wondering how you can even enjoy that hobby at all.
The engine is objectively garbage. That the game is good despite that is the result of good game design.
You don't get good quality by not complaining about bad quality. You get bad quality by defending bad quality.
People who defend bad quality instead of the end user works for the company and wants you to accept poor quality.
