I already have. Nothing fixed the problem
Can confirm this works. I'm on Windows 10 and the game just stopped booting for some reason. Dropping this dll into the game's root folder fixed it.
How do you do it?
Never mind, I figured it out
I have a AMD Ryzen 7 7800X3D CPU, and a Nvidia 4070 TI Super GPU.
Looks like it's the AMD CPU + Nvidia GPU combo that borks the game (or specifically their odd CryEngine fork).
I hope there's still someone at Arkane that can look into this.

Drop the DLL into the games main file. The one with the game .exe in it. It will say this file already exists, click yes to replace it and then boot the game. This fix will only affect Dishonored 2 and not mess with any other parts of your system.
Turning off AMD Integrated graphics in the bios is definitely not required
You missed the link to it. On the github pages to get what you're looking for click the part that says "releases" or "first releases. You'll see it on the next page
