Can't get/buy magnetized bullets after buying blueprint?

So I got the Magnetized Bullets Blueprint during a mission, then had to PAY $450 for the Blueprint at the Black-market shop, but then I went to buy Gear, there are only Loud Bullets. When I look at my own inventory I only have Loud Bullets. What am I missing here? Thanks for any input...

I may be wrong, but I believe the upgrade makes it so that the effect applies to your regular bullets. No need to buy special ammo.
