Basically you must first have the skill unlocked with a rune.
With the ability to craft at level 1 you can make a charm that has two traits.
You have to first go to your bonecharms and select the one with the trait you would like to reproduce, and break it down (that's a command you'll find once you own the crafting power). You then will be able to use that specific effect to create a new charm with multiple pieces. You must have the Crafting power upgraded if you want to create them with either more than 2 aspects, or for the ability to create ones with multiple USES of the same ability - which I highly recommend doing. Having a 4x powerful Strong Arms for instance = absolutely instant chokeholds.
You must also have whalebone available, which is all over the place and you can get also from breaking down corrupt or black bonecharms - though you do NOT get those traits available.
I'd suggest saving your game, and fiddling around with it. It is a little complex, but honestly nowhere near as weird or complicated as in, say, the Witcher series. You basically hope to find individual bonecharms out in the world map, break them down to scavenge their abilities, and put them together the way you wish to use them most effectively. I'd suggest also reading up on the wiki there for the traits. Sometimes you'll not bother with a specific trait, if you're not using something like Blood Thirst, so you'll have a long list of 'available' traits, and a handful that you use repeatedly to make your build much more effective.
My go-to crafting usually is for strong arms, relocation sickness, and lucky needle. So whenever I go around town, witches will literally fall over themselves unable to teleport near me, I can sleep dart them and still get my darts back, and knocking them unconscious is a snap.
I clicked on the Craft Bonecharms icon and then chose the Craft 2 Traits window, the next window to pop up was a circle with two empty rings that can swing around. I clicked on one of the empty rings and a message pops up. It said " You've discovered 3 Traits" and down below it said Add to this Trait.
It never did give me to opportunily to go to my bonecharms to choose one a Trait to reproduce.
The three traits it discovered were not being used by me, because I didn't like them compared to some of the others I had in my wheel.
I have 10 slots on my wheel and they are all filled. I also have about 22 bonecharms that I am not using.
Maybe I'm not doing it right but I couldn't see any other way to proceed after initially clicking on Craft Bonecharms.
So unload them from your slots, break em down, then put them on new charms.

I appreciate you taking the trouble and finding the url I will certainly check it out. I've looked at quite few already that had promising titles on how to craft bonecharms but none of them really went into detail but concentrated more on explaining why you should craft.

And no trouble at all. When I first started trying to figure this out, I was *absolutely lost* in it, so i wanted to pay it forward for those who are new.
Also remember too - when you want to do a New game + , it will take the BROKEN DOWN TRAITS for your + run. So even if you know you're not going to use a particular charm? Break it down anyway. It'll give you bone to use after all, and maybe at some point you might want to switch out your play style and use those other charm features in a future run.
Well I crafted my first Bonecharm with 4 traits, not sure if I am noticing any difference yet I chose the movement traits.
I'm finding that I don't have as many useful bonecharms as I thought I had, I have a lot of the kind that have no traits, so I guess they are only good for whalebone if I scrap them.
Hopefully I will manage to pick up a few more of the good kind pretty fast so I can put them to good use before the game ends.
I think I've only ever slotted a total of ONE 'corrupt' bonecharm and that's because I didn't care whatever the negative for it had been and needed the bonus half.
Make sure that you're using the Heart to home in on them while wandering maps. Sometimes they're very well hidden. Also remember you can check your stats mid-mission (in the first game you could not do this) to see what might all be possible. (do they show the bonecharm total in that or only at the end of the mission? I can't remember, been a while)
