Ultimately a schrodinger cat dilemma, until the game is released we won't know for sure if it was a social justice decision to shoehorn a character or a meaningful choice, meaning this argument can go back and forth to no end.
Frankly I'm more inclined to believe the meaningful choice path cause of this video. I recommend watching it cause it was pretty interesting.

Edit: almost forgot, plenty of people hated her when she was a kid in Dishonored 1, so anyone harbering somethign from the first game could very well hate her in this one, but that doesn't seem like a gender thing.
