Just out of curiosity, what makes it so close to AC in terms of gameplay?
Dishonored 2 won't be quite like that. At least looking at Dishonored, to get access to an area, you need to activate / recieve the mission for that part, which is not a choice, but a part from a chain of quests that advance the main plot, which were done in a specific order (you had no input on where and when to go to). Also, once completed the said mission in a given area, you could not return there - so missing collectables / secrets etc would be permanent for that playthrough.
Now since it's so early still - info wise - regarding Dishonored 2, we don't know if you will be able to return to previous visited areas or not.
Edit: Most of the games that massively fail open world do come as sequels to linear level games
there are a few that got it right but thats just because the enemies are placed in dungeons all around not really throughout the world if you know what I mean
