I'm not them, but I'm guessing verticality has a lot to go with it

Looking at AC Syndicate - the whole world (town) is available to the player from the start. The map it's split into sectors with varied difficulty levels, each of them containing various missions / side-missions, npc's, collectables etc. The only thing that progresses the game is the main plot quest line, but you are free to explore and do whatever whenever.

Dishonored 2 won't be quite like that. At least looking at Dishonored, to get access to an area, you need to activate / recieve the mission for that part, which is not a choice, but a part from a chain of quests that advance the main plot, which were done in a specific order (you had no input on where and when to go to). Also, once completed the said mission in a given area, you could not return there - so missing collectables / secrets etc would be permanent for that playthrough.

Now since it's so early still - info wise - regarding Dishonored 2, we don't know if you will be able to return to previous visited areas or not.

So it's sandbox?
open world and sandbox are very overlapping terms without context... Dishonored has always been comprimised by missions which take place in an area which is free to roam into with some sidequests and stuff but after the mission you go back to your hub world which in dishonored 2's case is a ship. Then you go to the next mission and it is a different sandbox area and so on and so on.

The levels are larger with more options but it is still a linear game (THANK GOD) I don't think I've ever seen an open world game have enough replayability to be worth it. No single company has gotten the right amount of enemies placed around, theres either too few (mirror's edge catalyst im lookin at you) or too many and it gets overwhelming (i cant think of anything for this yet although dying light could fit if you weren't so op by the endgame) And there is the feel of "I can't restart to replay the story" because you made so much progress with collectibles and all that junk
Edit: Most of the games that massively fail open world do come as sequels to linear level games
there are a few that got it right but thats just because the enemies are placed in dungeons all around not really throughout the world if you know what I mean
