Yea but I just wanted to know like maybe she got them as she was young or when she got older, you know what I mean just wondering that's all

Noone knows, could be any time in those 15 years and for any reason - maybe she got it when her enemies got attacked (when someone/Delilah started framing her for those acts)

Drugs, if you do a lot of drugs you'll have special powers too like.... shrink very fast and... dying maybe.

From the various videos I've seen, the developers mentioned that at some point in the game (probably very early, as in first mission) you will be approached by the Outsider and you will have a choice to either accept or decline his powers.

They said you can play the game without accepting his powers. I find that quite interesting, if it is true.

Emily Gains a ring from delilah During the first mission. She proves herself to the outsider therefore he gives her powers as he finds her intresting. She can choose to say no and carry on the rest of the game. Delilah Is the main antaginist of the game because she is confirmed to be lesbian and somehow has used that ability to sieze the throne.

In the book Corroded man, set right before Dishonored 2, Emily has no powers and has the ring. So I would say that she gets visited by the outsider probably 20 minutes in the game like the first one.

Honestly in the very first game I forgot that level the one were you're exploring a mansion I think there's a secret lever that opens a panal inside a fire place and there is a recording of the empress and Emily talking to one another and the empress says something along the lines of never showing her powers to people she doesn't trust.

I think she has had the mark of the outsider for a good while but just never showed anyone not even Corvo.

I'd doubt someone like Emily would be able to hide something like that from someone like Corvo. Kids can only keep things secret for so long, and Corvo would see the signs quite easily, having experienced Void powers himself. I'm betting Emily get's her powers somewhere during the journey between Dunwall and Karnaca, same as Corvo getting his powers just after arriving with the loyalists and before his first assassination target.

Also I don't recall there being any mention of emily having powers in the first game.
