Well, we are about to find out.
I have to say though, that neither am i a fan of Delilah as a main villain. In Dishonored 1, she was just the stereotypical evil witch. But i also don't think that you can ask for deeper characters in videogames in terms of personality and motives.
Anyway, if it's done well, it's done well.
Think about Delilah.
She envies everything. EVERYTHING.
She is jealous of everything and wants everything. Even when she is stopped, she still tries to take what she wants.
Her being able to take someone's power is not out of the question. And even if that wasn't a power granted to her by her mark, she could still find a way to do it via Witchery.
