Some games have problems, sure, but most problems tend to be self inflicted.
I have a RTX 2070 Super and Ryzen 2700X. I play at 3440x1440 ultrawide, which is a pretty demanding resolution. Not as demanding as 4K, but pretty damn close.
In Karnaca, I was getting 45FPS in the beginning. Then it dropped closer to 30FPS. And as I traveled deeper into the city, just past the first wall of light, the FPS dropped to 19-20FPS.
Compare that to RDR2, where I get 40-50FPS on ultra settings even in Saint Denis... really poorly optimized game.
Looking at some optimization and performance benchmarks, the game runs okay at 1080p. The closer you get to 2160p and 4K, the worse your performance will be. The game is does not scale well into higher resolutions.
One thing you really need to look out for on Steam Discussions are people who have very powerful rigs, but still play at 1080p or non-ultrawide 1440p. Those are very low-level resolutions by todays standards. 1080p is like 720p and 1440p is like 900p now. Imagine having a card like a RTX 2080 Ti and playing at 1080p... your opinion on a lot of stuff will be tainted because you're using a very powerful card on a very weak and undemanding monitor.
my rd5700xt is hating me for playing this game but after I deactivated the dynamic FPS adjustment things got alot better.

I keep dipping into the 50's which is ridiculous and I am un-sure what is going on, I should be able to max this game out no problem.
After 100 hours in the game I watched a video about performance and decreasing the "Texture details" and "Environment Details" from Ultra to Very High increased massively my fps in some locations.
