About fps lock, there is no point in rendering more frames than your screen refresh rate, your gpu will be wasting resources since your monitor won't be able to display those extra frames in time. So always cap fps to your refresh rate in every game (V-Sync does that automatically if you have it enabled).
What you would worry about is thermal getting excessively high, to which look up the temps for your GPU or just do the lazy suggestion 98% other people do which is anything under 80c is safe (c not f, make sure using right metric or convert it at least) for nearly any modern GPU.
As for New World... first part was an early release EVGA 3090 defect. The most recent more wide spread cause occurring to "supposedly" other GPUs is not yet exactly known but it is a very abnormal situation not seen in typically any other game so aside from New World you can ignore it. The only other instance I can recall of something like this off top of my head was Star Craft bricking GPUs.
