These are the updates I installed today before it finally worked:
KB3138612
KB3197868
KB3177467
KB3142037
KB3164025
KB3126587
KB3122661
KB3138910
KB3139398
KB3127233
KB3136000
KB3143693
KB3108664
Some of them wouldn't install the first few times for whatever reason. I ran the "Windows Update Fix It" program you can find on the Windows help forums a few times before they would finally install.
Just make sure you have no important Windows updates that need to be installed and you should be OK. Also, I am running mine in admin mode just to be sure. I also disabled my firewalls and antivirus programs.
I changed locations for where I would play, and I went from being able to load the game to having the same problem I was having before (it says running, syncing, then nothing).
It is now loading with no problem, but I had to change some settings with my screen (I was using an external dispaly earlier when it was working, now just my laptop screen).
So I had to make sure my colors are True colors (32 bit), and I made screen scaling "maintain aspect ratio" ... now it loads fine!

It may be that I have a solution for you.
The problem with the black screen, I was able to fix my system with an NVIDIA graphics card.
I found the error with me and can now start the game correctly.
1. Uninstall Nvidia experience
2. Nvidia system control "let 3D of application decide"
3. C: \ Users \ Steam \ SavedGames \ Arkane Studios \ dishonored2 \ base
Open the file: dishonored2Config.cfg with Notepad.
Find this value: r_mode "18"
Change the value to: r_mode "19".
File in the same location.
Start Game.
1. Nvidia experience deinstalieren
2. Nvidia Systemsteuerung „3D von Anwendung entscheiden lassen“
3. C:\Users\Steam\Saved Games\Arkane Studios\dishonored2\base
Die Datei: dishonored2Config.cfg mit Editor öffnen.
Diesen Wert suchen: r_mode "18"
Den Wert auf : r_mode "19" ändern.
Datei am gleichen Ort speichern.
Spiel starten.

How did you exactly do those things?
It seems we have similars problems but i can't find the option for the color and scaling things
Hi,
If you right click on your desktop, then choose "screen resolution"
Go to advanced settings.
Under "Monitor" Tab, change colors to True Colors (32 bit).
Under "Intel HD Graphics Control Panel" change Scaling to Maintain Display Scaling.
This is for Windows 7. Once I changed these two things (I changed them at the same time, so it's possible one of them was the issue, not both) the game loaded normally. Before these changes it would say "Running" then "Syncing" then it'd just stop.
Nah, i tried messing with it and still nothing, i think it's gotta do something with the Intel card, it affects it even if its configurated it to launch with the AMD card...
Whatever, hoping the update fixes it!
Any luck for you yet? I still can't get my game to run without disabling the Intel card. Can't find anything on this except for one Rock, Paper, Shotgun article about having the same problem.
