Mission 9 Death to the Empress Bug

Hi all, looking to see if anyone else has encountered this. At the very end, I have crafted the Corrupted Rune but after going to the top of Dunwall Tower, Delilah is no where to be seen. I have explored that entire upper area and found sleeping hounds, the guard captain turned to stone in the safe room, etc. But no boss. It is like the game is entirely stuck here.

I'm also having this issue. I think it's a bug :(
